Major flood would hit Los Angeles Black communities disproportionately hard, study finds

As the Los Angeles River makes its final transition from flood stage into the lower reaches of flood stage Tuesday, the federal government is encouraging residents to stay indoors, especially for those who live in flood-prone areas.
The U.S. Department of the Interior’s Bureau of Reclamation has issued a flood advisory for the Los Angeles River and its tributaries from 10 a.m. to 4 p.m., which it says is to be issued when flows exceed 0.2 million cubic feet per second.
A flood advisory means there are concerns or conditions that make it difficult or dangerous to safely manage the water level in a river, creek or other waterways.
A flood advisory for the Los Angeles River is no different, experts say.
But while the advisory is issued when water levels reach 0.2 million cubic feet per second, it is always released when flows exceed that level.
The U.S. Army Corps of Engineers says it will monitor water levels to ensure they don’t exceed 0.2 million cubic feet per second.
Residents who live in the path of the Los Angeles River or its tributaries should check with the county Flood Control District and the California Department of Water Resources for current levels in each community along the Los Angeles River.
In many places, the Army Corps has closed the area to all traffic. But in other places, there may be some traffic.
Listed below are the communities most at risk of the flooding.
Tallapoosa
The National Weather Service has issued a flood advisory for the Los Angeles River from the south end of the Santa Ana Canyon to the U.S. border between Pajarito and La Puente.
According to the Los Angeles County Sheriff’s Internet site, a community water storage tank has been breached in the area and authorities are responding.
Lake Los Angeles
The National Weather Service has issued a flood advisory for the
